Four Turkish women from Heusden-Zolder (in the Belgian province of Limburg) complained by the police that they had been driven off the road purposefully. One of the women said that "the driver shouted at us that he was Belgian and that therefore he can do such a thing. Afterward he made clear that he was proud of what he'd done."

I thought that driving a car was haraam for muslim women?
I don't know if it's haram or not, but you're right that it's prohibited in Saudi Arabia. Cases like this will just prove strict Muslim law right, though - if women are harassed when they go out, this means women can't go out without an escort
May be it was a Saoudi guy that wanted to show them how dangerous it is without escort?
